The Federal Communications Commission adopted the Enhanced
911 (E911) First Report and Order in 1996, which required that
cellular carriers complete all 911 calls, regardless of whether the
phone is activated or not activated with a cellular plan.

Many consumers often purchase cellular phones to keep in
their car for "emergency use only." They often pay rates of $15/month and up. These fees are NOT necessary.

You can use a cell phone to call 911 (and the State Police
in certain states) without paying any monthly fees at all,
with no activation required.

Consumers can purchase cellular phones for less than $25, without service, through various Internet auction sites. Keep both the phone, and a rapid car charger for the phone in your vehicle (you will not need to keep the phone charged).
